Default 16 Digit Phone Number beginning 09000?

My wife keeps getting calls from a 16 digit phone number beginning 09000 which she doesn't answer.

It seems dodgy to me as its not a correct digit length for the UK and if it was from abroad would have 00 or + in front.......?

Before lodging a complaint with the mobile operator does anyone have an idea where it might originate from?

Cheers

There was a scam recently where they called you from 0900 number and dropped the call after 1 ring so you would call back at £1.50 per min and all you heard was a ringing sound whilst you were calling so not realising you were paying £1.50 per minute for that.
