they can refuse to sell you it for 29.99 but they cannot sell you it for 39.99 until they have changed the price on display. Thats why most places will just let you away with it, if they have made an error in pricing.

The price shown is an offer, not a binding contract. The only way you could force them to honour the shown price is to demonstrate that it was the advertised price that got you into the shop. This is a contract that the shop owners have entered into (come into our shop and buy this for....)
I successfully argued this (in public, in Derby) when a shop had a HUGE sign outside saying "ALL ITEMS FOR £5!!!!"
So I went in and picked up loads of goodies for my wife and went to the till (I was actually there with her sister who scarpered... the wimp)
The assistant rang up some ridiculous total which I refused to pay. I counted the goods and said that I would only pay £50 (or whatever it was... something like that) Poor girl looked terrified, so I said to get the Manager... oily little ****** he was. I explained the situation and he said "Oh, NO Sir - it means all items on that rack" pointing to rack of end of line stuff
Nope. Your sign says EVERYTHING, so everything it is. I only came into the shop because of the sign and you've formed a contract with me by doing so.
He tried to argue... I ignored him and phoned Trading Standards while in the shop. Well I say trading standards. I actually phoned the (now ex-) Chief Trading Standards Office for Derby directly. I explained the situation - he said "Nice one, you've picked up a bargain. Where are you?"
I told him and he sent some guys straight down.
I got the goods and the Manager took the sign down
(I was able to phone directly as I work for the company that provides IT Support for Derby City Council, and had been chatting to the guy just the previous week. Oh, and I was bloody terrified the whole time but was more determined to bag a bargain!)

week before last I saw a gorgeous jumper in Per Una (M&S) it was £50... I was torn between treating myself or buying more christmas presents for others...
I caved in to temptation and went up to the tills... the cashier rang it through and said 'err, that can't be right...' and asked me to bear with her. It had come up at £3!! She spoke to her manager who said how lucky i was ... they 'had to honour the price'... so I came away very happy
