Transport for London : Thieves and liars
Witnessed today a ladies car been lifted by TFL. She returned just as they started to attach the hoist to the wheels etc. She was told they could not stop and where under orders to continue.
Now in my glove box i carry the FULL rules set by Government for the procedure they need to follow. I get out and show the lady the document. She then tells them to stop trying to lift the car. They in their very poor English (West African) told her she was wasting there time. Again she asked them to contact the head office and ask if what they where doing was legal.
Now section 9 states that UNTIL the car has all 4 wheels ON the tow truck. Should the driver (as long as not a repeat offender etc) return .The car must be returned to the driver and only the ticket is valid. head office tell them to continue. lady asks a cop who is walking past to stop them. she shows him the documents. He asks the men to once again confirm if they are legal to keep car which by now is in air. Head office confirm (easy to hear radio) Police officer then asks if he might speak with "head office" he then asks them what is written in section "9" of the Act. 2 mins later the driver has her car back and the men are been laughed at by a small crowd, The police man walks off with a grin leaving them to a large amount of abuse !!
they have been lying for years about this.
so remember 'section :9" states until all 4 wheels are fully on the town truck flat bed. until then they must return car.

another for you !
traffic wardens must at all times be wearing a high visibility jacket (the yellow ones) the moment they go onto the carriage way to perform any part of their work.
many cases against them where the "H&S" have been called in to act as witnesses. the reflective strips on their dark jackets are not classified as "High vis'

I ****ing despise traffic wardens with a passion. They have caused me enough misery over the years to warrant my strong feelings to them, but overall they must be one of the most hated profession going.
Why ?
Simply because they no longer deal with traffic and congestion (which is what their job was in the first place), to keep the traffic flowing, they now just prey on people parking. And the length to which they will go to obtain their 'quota' is appalling and they deserve every kind of abuse they receive. Though the councils and parking departments are the main culprit.
Nice information there Luke, well worth remembering

Well done to the cop for both being interested and getting involved
Not such a bad bunch after all eh
As for the issue in hand.... its been a farce for years. They gave up being interested in traffic flow and residential parking years ago. All revenue based now.

i put that question to Westminster directly. They declined to answer. I then asked a White warden who use to patrol near Golden Square. He told me the Black wardens refused to go out on patrol with him and he suffered bad racism . It seems that councils only hire wardens from one part of the world and there must be a reason.

Very useful, thanks Luke. What is section 9 part of ? Is it the Road Traffic Act or something ? If I have to ask someone to stop lifting my car because of S9 then it may help me if I know what it is S9 of !!!!!
Thanks
Dave

I could have done with you Luke some 10 years ago. I was in the exact same position once in Camden (ironically picking up a push bike in Yellow Jersey
Guess I was less cynical and angry then and said something like it wasnt the tow truck drivers fault and could I have a lift with him to the pound please? He refused so I followed immediately behind him in a taxi.
People are meant to mellow with old age aren't they? Well NO! These days I'd have jumped in the car, in mid air, filming them with my camera-phone and swearing at them the best way I knew how!!!
Top result Luke!

Happy Christmas Diesel to you and your family !
ok here it is .....
Transport policing and enforcement directorate
PROC/LWRS/10
removal procedure
issue :1 revision: 0
section 9: If a driver returns to the vehicle whilst the removal is taking place, then unless they are a persistent evader, the operation is halted unless the vehicle has all its wheels aboard the tow truck. If removal is halted the PCN should still be enforced.
its is my pleasure to add my worth to such a forum.

Persistent evader - Traffic Penalty Tribunal
If there are 3 or more penalty charges outstanding in respect of a vehicle, it is taken to be a persistent evader.
