Most places on line are reasonable, just do a google and see who you like or use people you've used before.

Depends what you want as well some will only sell TomTom, some will sell copilot, some will sell garmin etc.

My phone came with copilot but I've replaced it with iGo which is brilliant, some of the poi's are a little off but the routing, display, interface and performcae is way ahead of copilot and better than TomTom I had on my PDA.

Also has a huge number of buildings rendered which is cool when driving in town (if not a little distracting!)
Has speed limits, directional speed cams, the whole lot.

I've not been as impressed by a bit of software for ages.

My N95 8gb has nokia maps built in for free the only snag being if you want the 'voice' bit telling you when to turn you have to pay, nice touch.
