Old Address
Through over hearing a phone conversation at work, a colleague who I despise, still has his old address on his driving license.
Where can I report him so he'll get a £1000 fine?

Maybe he has reason to have his old address on it.
As for reporting him, grow up.

FFS mate, dont you think this is a bit petty, unless he's done something really bad like messing with kids or murdered someone, then forget what he does move on and get on with your own life.
What has the guy done to you incidentally?

Wind him up instead. I'm sure you can make it LOOK as if he's receiving an official letter or communication with a little creative use of WORD etc
