A bit unfair as we you give no idea of what mum likes and what her interests are. And is dad around? And what is your budget? £100 or £500?

I'll throw these in the pot.

Theatre and dinner for two. Maybe London hotel stay after?

Trip to Paris

Surprise party at decent local pub

Glider flight

Special tree for garden

A N Other

Happy Birthday mum

If she likes animals/birds then how about a falconry day, I took my mum to one for her b'day costs around £150-£200.
