No?
Me neither...I think they are capable of misplacing about 6. Note the about, as it would appear they are not exactly sure of the number that were misplaced

To connect a few threads together:
Let us think for a moment. A nuclear bomb is a serious piece of kit. In fact it is the most powerful weapon known to man, and as such is subjected to the highest levels of security possible. Here we have a modern well funded Western nation losing a few. The good news is that bombs are physical devices that are hard to replicate. Once you have got them back, you can just be thankful you had a lucky escape.
Now lets take out national ID database that is being proposed. If people can lose a nuke, you can bet your **** someone is going to gain access to this database and take a copy. Once that copy is taken it can be copied and posted to many people, you can never be sure that you get the data back...
So for anyone who thinks governments can keep stuff safe forever, think again
