Driving in the rain

Driving in the rain
Sitting at home looking out the window...
I live next to a big river with a busy two lane road between me and the river.
Obviously with heavy rain, the lie of the land dictates that water flows towards river.
Question -
What kind of person thinks it's acceptable to drive through 12 inches of water flowing across a road, at more than 30 mph create a wave that goes over the bonnet and 20-30 feet either side..?
It would also be useful if these dicks could tell the difference between rain and fog.

but seriously, people forget that brakes don't work too well when they're wet or that you might drown your engine.
