They do i have one!!!
Barclay card did one a couple of years ago, but the catch with it was that you had to use it every month so hence them getting the 18% interest on your spending and that sowly adds up. I think you had to spend a minimum of £50 a month but for some reason i got a special deal and only had to spend 1p a month

You will struggle to find 0% for the life of the balance card - However, there are a few low interest lif eof balance cards - betweem 5 and 6%. I think my AmEx platinum (credit card, not charge card I hasten to add!!) is something like 4.9% on the life of the balance.
