Question Speeding NIP?

What would happen if someone who worked abroad was served a NIP while back on leave and left before the NIP could be served.

Say they stayed in rented accommodation and then moved, staying elsewhere apon their return, what would happen? Would a warrant be issued for their arrest? How would the scamera partnership trace them if they also bought a different vehicle?

Just wondering as a m8 recieved a NIP for his lodger who no longer stays there.

Cheers, I'll have a read, but I was more interested in the possible 'what if' scenarios re the law and whether the police could be bothered/had the time/inclination to pursue this. Lets face it, surely they go for the easy targets, honest tax paying easy to trap peeps

A summons will be raised for failing to furnish, he will be convicted in his absence. The DVLA will revoke his licence and when he updates his records or his stopped by the police for a minor offence, they will tell him has had his licence revoked. Your mates lodger will apply for a section 142 MCA hearing and have the conviction set aside. The case will be reheard and more than likely he will get off by saying he never received any nip in the first place. Bingo

Cheers Andy, perhaps I should clarify, my m8 recieved a NIP in the lodgers name and sent it back as 'no longer at this address' as he had no forwarding address. He didnt recieve it himself. I guess all this relies on the police ever having dealings with the guilty party. If not how would one know that their licence was revoked?
