I got a similar SMS about a week ago, but with 3817 as the last part of the number. It was "sent" from +20105996500, not the usual five digit SMS number.

Calling them back from a withheld landline was met with a "please confirm your mobile number" type message "to maintain security". I typed a rubbish number in, but it wouldn't accept it, so hung up.

Technically they are breaking the law by sending an unsolicited SMS, and face a fifteen grand fine - but i guess that there is little chance of catching them

...and regarding the sender, "+20" appears to be Egypt, and "10" a mobile prefix.
