Its just a cost saving feature on the low end freezers, as they assume that by putting drawers in the freezer you would have the gumption to pull them out when looking for foodstuff, unlike a fridge which has recessed shelving.

it might be because if there was a light in the freezer and it was left open for a long while without you noticing the bulb would get quite hot and it could defrost your food.

Why would the frozen food need a light in the first place?
It's not as if frozen pea's can read, can they? What would they read if they could?
