Fuse question
My livingroom light uses 50w halogen bulbs (spotlight bulbs) and every time a bulb goes, the 3A fuse in the plug blows.
Now it is meant to be fitted with a 3A fuse, cos the plug says so, so what makes it continually blow?
Can I safely bung a 13A fuse in to prevent the replacing cycle?

Leave the 3amp in and suffer the inconvenience. The 3amp fuse will offer maximum protection for the appliance should a fault occur.
The moment the filament blows in the lamp and seperates there is arc across the gap which can draw a current exceeding 3amps (think of an arc welder). Hence why in normal use a 50watt lamp uses about .2amps but can blow a 3amp fuse when it fails.

Every time a bulb blows in our house it trips the circuit breaker in the garage, meaning that the whole house's lights go off.
And each time, I go into the garage to reset it, and of course the garage is dark. And what do I do _every_ time? Yup, I try to turn the garage light on. D'oh!!

The flex will be 0.75mm at least, you could up the fuse rating to 5A safely. Dont move the lamp when it's on either, vibrations in the filament cause it to short.
oh, and buy some decent bulbs
