Turn the petrol off, there should be a little plastic screw on the fuel line, sounds like its been flooded.
Kick it a few times & see if it starts to kick if it does, then clear its throat then turn the petrol back on. If it was running ok when you picked it up then it should be ok now.
If not, then phone the person that sold you the bike & ask wtf is going on.
Ps what year & KX250's are great so never doubt them

Just my experience with KX crossers and I've had a few.
When you try to start it from cold pull the choke on but DO NOT give it any throttle at all, it will flood the spark plug straight away, sometimes you can clean it and it might run briefly, not often though, they are temperamental.
I suggest, check to see if the plugs sparking, if not replace it and try starting as I mentioned.
Good luck

only use proper competition mixing oil
i used 125 mil to a fivers worth of fuel (can full)
clean the air filter and use air filter oil
silkolene gear oils etc too
go buy a couple of plugs anyway as they do eat them
