I know some of the African countries are a bit backward when it comes to technology, but I'm pretty sure most of them could nail 3 pieces of wood together to make their own gallows rather than paying £10,000 for them ???

he is a marketing genius!
the gallows would have to do a serious amount of work to pay for itself in comparison to the more conventional well made bullet! (how many bullets can you get for £10,000 ...I should imagine a lot!)
Dont we still make landmines in the UK ...it appears the govt have forgotten about them and picked on the loan businessman ..and finally the minister of agriculture did state when he cut farmers subsides ...that farmers should find another way to maximise the profits from their farms!
To be honest I'd love to be a fly on the wall when he is doing his sales pitch
