I've got the TomTom bluetooth GPS so it may be different, but the red LED only flashes when it needs charging. The blue light stops flashing when the GPS is paired with the PDA, maybe there's not enough charge for the sat receiver to connect to the PDA?

You should not need any subscription. Depends upon the software you are using but you need to check on the bluetooth manager if it has acquired the GPS unit and is communicating with it. You can normally also download a driver program for a GPS unit from the GPS manufacturer to make sure the GPS is communicating & working ok.
