Is terrestrial tv broadcast in 4.3 or 16.9?

More often than not it's about 14:9, with black bars top & bottom. It's formatted for display on a 4:3 set, though, so a 16:9 widescreen set has to zoom in to avoid getting black bars on all four sides of the picture.

Lee !?
All UK analogue terrestrial is ARC'd [aspect ratio converted] to 14:9 on output whatever its originating format aspect ratio. This is the halfway house between anamorphic 16:9 widescreen and 4:3 whilst 4:3 TV's still exist [and continue being sold to unsuspecting punters]. The reason for this is that us TV people are told to shoot 16:9 but 'protect' for display via 14:9.
Confused? Well its all to stop people with 4:3 tellys missing any edge of screen action whilst also minimising the black bars they end up with top and bottom on 4:3 tellys when 16:9 anamorphic is converted and shrunk to fit.
People get paid vast sums of money to teach this mish mash you know!!!

14X9 and 16X9 on "normal-phormic" analogue broadcast is fairly pointless for widescreen TV's if you ask me. Who wants to zoom in on a 576i picture anyway? I know it's a half way house at the moment but it's the reason I never watch analogue broadcasts.
All analogue pal broadcasts are 4X3 its just the aspect ratio of the visible picture is changed by the use of matting top and bottom or picture loss from the sides.

Only reason to go 4X3 is if it's mega cheap, large and you don't mind black bars.

Absolutely no point getting a 4:3 set mate – analogue broadcasts start to be switched off in 2008 [and will be complete by 2011].
The fact that Lee and I disagree what the active pic aspect ratio for analogue is irrelevant [especially as the tape measure doesn’t lie!]. So as Lee says if you zoom out a 14:9 pic based on about only 500 active used lines then its gonna look soft and nasty and washed out. A digital source though [Sky, Cable, Freeview] will fill yer 16:9 screen up in proper 16:9 widescreen [so at least that last sentence made some simple sense!].

*New Question"
Okay,if analogue CH4 is 4.3 and digital CH4 is widescreen do they film it in two aspect ratios or is one "stretched" or "squeezed". If the latter then surely one of them is not a true representation of what we are watching?

Thats already been answered. Filmed in 16:9 and broadcast as such on digital TV. Analogue TV has a 4:3 signal broadcast but the image displayed is 14:9 with small black bars added.
