Pet insurance - 15% excess normal for larger claims?

Pet insurance - 15% excess normal for larger claims?
Just wanted to run this by people.
My policy states that on cat insurance, there is a £40 excess, or 15% whichever is greater.
So this means that on smaller claims £40, but on the larger claims then I am only getting back 85%, so a £2k bill (not huge by any standards) I only get back £1700, ie pay £300.
Still better than paying the whole lot, but is this "normal" for pet insurance policies ?

I ask because my cat is having on-going treatment, so far the bill stands at over £1k, looks likely to double soon. Had all my money back bar £150 (ie 15%) & when I asked they explained "its in the small print"
I insure all my 4 pets through them, perhaps time to move my policy(s)
