Ebay fees problem

Ebay fees problem
Cutting a long story short...
I sold an item on Ebay, it sold but the buyer contacted me saying he couldnt commit and had to pull out. Fair enough, so I filed a non payment report and he confirmed by starting that we have mutally agreed not to proceed.
This would result in the final value fee (about £4) being refunded and a relist credit option too.
Ebay refunded the FVF but then recharged it the next day?!? So I wrote to them asking why and they replied...
Hello Neil,
Thank you for writing to eBay. I understand that you are concerned about
the final value fees for your item. I'll be pleased to assist you in
this matter.
I realise your concern in this matter and sorry for the inconvenience
this may have caused to you. I reviewed our database and found that you
have filed the dispute for the item in question, however I could find
that the final value fees has been reversed as you have selected for
that option and due to which the final value fees were not refunded.
However, the final value fees which you were charged again has been
refunded. Hence, you are charged only once for the final value fees and
you can also verify the same. I am sorry to say in such case, we are now
unable to give the credit.
For your reference, if you file such dispute, then make sure that you
close the dispute very carefully selecting the correct option. For more
information on filing Unpaid Items please visit the following page:

I appreciate your patience and understanding in this matter. We wish you
good luck with your future transactions making your eBay experiences
pleasant and rewarding.
Kind regards,

Huh? So in english they are saying that I selected not to get my FVF back? errr no.
"final value fees has been reversed as you have selected for that option"
When the bloomin heck did I select not to get my money back? I have written back again trying to get them to explain it but thats gonna take another few days before I get a reply.
The item has not been relisted so its not as though they can charge for a sale here, any ideas people?
