Maybe because sometimes you feel like you need to spit out something but its disgusting to spit in public or on the floor anywhere so its an ideal oportunity to spit in the bog basin or something?

Dont spit in your toilet at home, yet go to a public urinal and spit .........why? I have no idea, just seems like the thing to do.
