http://www.gnn.gov.uk/environment/de...partment=False

agreed that the youth rate, which applies to 18-21 year olds, should rise to £4.25 in October 2005 and £4.45 in October 2006;

Because thats what the government set the rules of minimum wage at?

Presumably that because people of that age are still not classed as an experienced worker of some sort?

Anyone of that age in a reasonable job and have been for a period of time will no doubt be earning more than the minimum wage anyhow.

Thats too much

Try & negotiate the contract & terms, tell her that due to the economic downturn, you have to reduce her rates, unless she is willing to supply some

so at 5.05 /hr and 40 hour week and 48 weeks /year thats £9696pa - less £805.42 tax and £586.08 NI leaves you with £8304.50pa or effectively reducing your rate to £4.325 - the government giveth and the government taketh away....... Thats the real cost of this government - the tax burden even for people on minimum wage that they claim they are helping..... you earn 9.5K minimum wage and the government still takes nearly £1400 off you.

At least there's consistency from you in not paying people what is owed to them!
