Default vat question for the accountants

if one buys a commercial property which the vendor requires
purchase price + vat

and the purchaser is NOT vat registered yet,


to get the vat back does the purchaser needs to be VAT registered before the purchase goes through?
and how long does CE gives you before you can claim back the vat.

i heard a rumour that property vat can be claimed within 1-2 years...

Im not sure on property but I only just questioned my accountant on a similar question. I am not yet Vat registered but will be in the next 12 months I want to buy a van now, he said I can claim the vat back up to 3 years later so I would of thought buildings would of been a similar amount of time if not longer.

Pretty sure that you can claim VAT back for anything purchased up to 1 financial year old.
