Can scooters use the motorway???
I passed a scooter this morning (with L plates!) on the M25. He was doing about 50 on the inside lane.
Isn't there a minimum engine size for bikes? I did take a picture (with my hands-free camera phone ) and I will report him if there is.

I thought learners were banned from the motorway and i am pretty sure the engine size has to be 125cc or above so if he had L plates on he was most defiantely breaking the law

Engine size has to be >50cc to be allowed on a motorway so many scooters are OK. Anything under that engine size is restricted to 30mph so if he was doing 50 the scooter's engine size isn't a problem.
However, if he was a learner that is definitely a no-no. Get him on that one!

It's amazing how many people don't have a clue about basic Highway Code issues! Douglasb is correct here. From: http://www.highwaycode.gov.uk/23.htm

But seriously, its not worth reporting - Pod wont do anything. Can only hope a police car spots him next time he does..... oh but hang on theyve replaced traffic police with Gatso's now so he'll be fine....
