The FO is usually final port of call. What sort of insurance and what sort of complaint?

Have you followed your Ins co's complaints procedure? In the past I've found that if you are following their procedure and try to hurry it along by asking for a letter of non-satisfaction so that you can complain to the ombudsman they sort your complaint out very quickly!

I've been dealing with the FO lately and found them really helpfull. Follow their procedures for what to do with your insurance company first then just print off their form, fill it in and they'll let you know what to do next.
