Question on speed ramps

Question on speed ramps
I've noticed that many cul-de-sacs have small speed ramps located near to the junctions which lead onto them. I think most of you would have seen these. They are normally constructed out of small bricks. I'm not moaning about speed ramps but I just can't get my head around the postions of these.
What purpose do they serve? Surely not for speeding! It would be impossible to drive at a dangerous speed in or out of a small modern cul-de-sac.

I think they're meant to be elevated pavements to allow grannies with shopping trolley's and mums with pushchairs to cross the road a bit easier. They also elevate said pedestrians and slow down cars (a bit) thus making the roads a safer place.
