You're quite correct - the evenings start getting lighter on 11th Decemeber (by fractions of a minute though so I doubt you've really noticed), but at less of a rate than the morning's are getting shorter hence why the shortest day is on the 21st. It's to do with the sidereal day and all that good stuff
