2 Post ladies attacked and Police sat at side of road with camera van.
Hi Guys yesterday, 2 Post ladies out of the office were attacked and, we were given assurance that the police would be out looking for the *******, sure enough we got a phone call to say one of the bikes had been found, so me and a friend went to fetch it as he didn't fancy going on his own, and what did we see a camera van assited by a traffic car not 500 yards from where one of the girls was attacked, god i am so ******* angry.

How do you know that the traffic car wasn't sitting there looking for *******?
Very common practice to stick a vehicle with ANPR close to the scene. Lots of ******* picked up that way......

Which points all the more in the direction of them using ANPR.
If it's a safety camera van, there is no need to run a traffic car as well. The scamvan is more than capable of issuing tickets without needing a patrol vehicle there as well.

How do you know that the traffic car/ANPR van was there at the time of the attack. I hardly believe that they would do nothing if they saw this attack. Also the scumbags who did it would not risk carrying out an attack so close to the police.
The ANPR van and traffic car work in conjuction with each other. The person in the van monitors the camera/computer which identifies car reg's with known intelligence (eg disqual drivers, drug trafficking, crime cars etc). Once a car is identified the traffic car is dispatched to stop and if necessary persue (as these people generally do not wish to be caught).
The attack on the post ladies will therefore be dispatched to the local police units (pandas etc) as the traffic car may be away at the time. hence the traffic car will again re-join its ANPR van when ready.
