I believe the rule is that they have to be mounted to the first vertical surface on the car from the ground. So yes, they do have to be perpendicular to the road, and the mounting position (and therefore, the height off the road) is dictated by the shape of the car. If the car has a specific mounting point or recess for the plate by design, it always goes there - but you'll find that the mounting location complies with the '1st surface' rule anyway.

nrev - eek
andy - this is for a car which has had it's bumpers removed therefore i need to make a mounting surface so i was thinking there must be a law regarding the height of the plate off the ground.
i've also seen cars with the front plate created as a sticker and stuck onto the bonnet - not sure if this is legal. also read on a website (dvla?) that adhesive plates weren't legal yet i use adhesive pads from halfords.
cheers

Your best bet might be to ask on one of the kit car forums (WSCC, Pistonheads, Blatchat etc) - there's plenty of people more familiar with SVA and MOT rules than me.

Not like the chav'd up Corsa I saw yesterday with the plate mounted underneath the bumper to the spare wheel well. It was about 4 inch from the floor and 8 inch back from the bumper, surely not legal.

pug 206 GT has the plate about 1mm from the tarmac on the front
surely not legal??
as long as its a proper plate and its iluminated and sits at the right angle and stuff, i think it can go most places
