Default commercial business from domestic council property

Need clarification on this please. Not me but some people who live near me

Can somebody run a commercial business from domestic council property?? I.e. use it as an address for a commercial business. Also who would be interested if the business wasn't registered? Declared income etc

depends what you mean by "run a business". there is nothing to stop someone having business correspondence sent to their home address. iirc it only becomes a problem if they have employees (eg secretary) working on the premises, in which case it becomes an office, which requires planning consent for change of use from residential. there will probably be additional restrictions within the tenancy agreement if they don't own the place.

Business is advertised as being located at that address, yellow pages, Thompson’s etc. it is a domestic property (semi detached house) which they obviously pay rent on.
Wouldn't have thought someone could set up a business and use a rented council domestic property as its "office"

as i said before, it only becomes an office if non-residents start turning up to work there. the majority of sole traders use their house as thier office - how else are they supposed to go about their business? not everyone makes enough money to justify running a proper commercial office. is there a particular problem with what this chap is doing?
