I'm not sure what you're suggesting but that doesn't look like anything but a conventional explosion and not that powerful in the grand scale of things. You gotta remember this is a (failed) Communist country, corrupt and dirt poor - those buildings probably wouldn't even pass inspection in Iran.
The more interesting question is whether the explosion really was an accident, an incident staged by Kim to allow him to invite Western aid without losing face or an attempt on him. (Though the latter looks unlikely to me at this point - they would have clammed up not opened up if Kim felt threatened)
Cynical? I guess but when it comes to desparate dictators, nothing bad surprises me.
