From the Chambers Dictionary:-

Caucasian:

noun: A person belonging to that one of the main ethnological divisions of mankind which is native to Europe, North Africa and western and central Asia; a member of the white race; a white person; a native of the Caucacus or the country around it.

adjective: of or relating to a Caucasian or Caucasians in any of the above senes; relating to the Caucasus or the country around it; of or relating to the languages spoken in the Caucasus which do not belong to the Indo-European, Semetic or Ural-Altaic groups (linguistics).


Caucacus:

Historic region between the Black Sea and Caspian Sea, southwest USSR. Its earliest inhabitants before 2000BC were caucasoid peoples, and today, after many invasions, more than 40 languages are spoken, including Circassian, Armenian, Georgian, and Azerbaijani. It is divided in two by the Caucacus Mountains, whose highest peak is Mount El'bruz, the highest mountain in Europe.

I always remember a raido phone on on BBC Radio Nottingham with the late Dennis McCarthy must be ablout 15yrs ago... they were debating how black ppl felt about being called black/negro etc.... and a afro carribean/black woman rang up and said how it didn't bother her etc.. as she classed herself black!
then in her broad Jamacan accent she just came out with.. 'we'll you white ppl get called Caucasian in the america police films....how do you feel about that?!?! anyway I think it sounds nice even if i don't know what it really means'

You had to have heard the phone in.. but it was funny how she said it.

The odd thing is, in Western society it means a white person. But go to Moscow, where most people are white, and it means someone from the Caucuses (hell! Sp??), which is someone with tanned skin, black hair and a moustache - sort of Turkish, maybe.

It is a quick indication as to ethnic origin of the person used by the police to briefly identify people. ie " IC1 Male, stocky 5'10" with a blue tracksuit top". On a radio its simpler if there are identifiable words/phrases used, so IC1 instead of white, caucasian, english whatever. You can imagine also what might be used to describe other ethic origins if the IC indicators weren't used

So in answer it is a PC way to describe quickly a person's racial/ethnic origins.
