speed camera van parked on hard shoulder - is this legal?
i'm sure this has been covered before but no search facility is available for us peasants yet 
i thought that a hard shoulder was for emergency use only, so is it ok for the police to park their speed camera vans on the hard shoulder (dual carriageway, 50mph limit). i guess they claim it's official police business?
anyone have a definitive answer?
