Fixed GATSO's on M66?

Fixed GATSO's on M66?
Hi all,
Drove down the M66 (north of Manchester) this morning and noticed six new speed cameras between Junctions 1 and 3 (Pilsworth and Ramsbottom) - three going southbound and three going northbound.
They appear to be fixed cameras (not roadworks cameras) and are in what is currently a 70mph limit. I have used this motorway for 12 years and cannot rmember any major accidents on this stretch so why are they being installed?
Anyone else seen them? Anyone know anything about them? This really is getting ridiculous - if this country would just spend a tenth of the time concentrating on other crimes and social problems as it does on f**king speeding it might be a better place to live.
