it could be the water temperature. Does the tank/bowl have an air supply that feeds ambient temperature air into the water? They can sometimes go like this when the water is too warm.

Also, you could be feeding it too much - starve him for 2-3days, they can live for a week without food so he will be fine.

the temp is at 20 degrees, there is 6 of them in the tank and hes the only one who does it - its a big fat thing, we thought its was because he takes to much air in when he eats of the top so we soaked the food first but this hasn't made any difference

will try the food thing -

it wont be taking in too much air at the top because any excess will be blown from he's gills.

http://www.koivetforums.com has excellent information about fish diseases.

Your case sounds like a problem with the swim bladder.

yep, swim-bladder disease - very common I've found in the Oranda type of fish, also black moors.

There's a supposed cure invoilving a salt bath, but I can't remember the details. Do a google for Swim-bladder disease

ps. Mine had this for about a year or so, annoying as it must be knackering for them trying to get down to the bottom of the tank

This is the site I have used and found to be quite informative, http://puregold.aquaria.net/pg/home.html
Lot of info on diagnosis and treatments of various goldfish ailments.

Sounds very much like Swim-Bladder as said. Unfortunately it's usually fatal in the fish. Occasionally they can right themselves and sort it out.

I disagree with the consensus above: It is obviously a case of Buoyant **** Syndrome. Try non-toxic fishing shot nipped onto the pelvic fins.
