I can on my Palm - there's an application called SMS, would guess that your IPAQ has something similar.
You'll need to tell it which phone to use, but I find it very easy

Yes, there are some available, might even be freeware.
Have a look at www.pocketgear.com and search on phone utils. There's another freeware site, but I can't remember the URL at the moment, post it tonight.
