In Derby some strange Black Plastic lumps have been put in the centre of each side of the Road, there about 200mm square, about 40mm high and have bolts at each corner. They appear several times down the stetch of road (Uttoxeter road for anyone local). What are they for?

slow you down.
they are all over the place. they may be alright now but wait for the road to sink either side of them as all the traffic uses exactly the same bit of road. then they stand proud about 18inches and really slow you down or remove your sump.

We got thousands of them in South Wales... They will soon start appearing every where

Would you have a claim against the council if they caused damage to your car?

A few of those claims and they'd be removed pretty sharpish I'd imagine

There not speed bumps, there too small and low for that.
But if a Motorbike hit one in the wet!
