Huntley enquiry - why bother?

I see the enquiry starts today into how Ian Huntley was able to get a job as a school caretaker despite having already been investigated for a string of sex offences involving underage girls.

As usual with these sort of cases where the police and other such authorities are accused of negligence the British 'old boy' network will ensure that nothing happens to them and it all gets brushed under the carpet till the next time.

This begs the question why bother having the enquiry in the first place other than to find a way to offload a lot more taxpayers money and give the gutter media something with which to fill their time.

I might be being really naive here.. but is part of the point not about trying to find a way to reduce the chances of this ever happening again
