You need it or the reminder letter from the DVLA to be able to tax it.

I bought a car with no log book, sent off the form from the Post Office, took about 2-3 weeks for it to come through

Youe seller will have to apply to the DVLA for a logbook. They will then write to the registered owner to make sure it hasnt been stolen. They recon on a month tops.

You can tax a car with a reminder letter or the green section from the V5 if you have just purchased it. I taxed mine the other week with only the green section.

There are many different views on here. Go directly to the source.

DVLA website. All the forms are on there for download and printing.

There is a document on DVLA site to download and fill in. It is the V62. States a change of ownership. It is for the current keeper of the vehicle. If you bought it that is you. Not the current registered keep, the current actual keeper. There is a difference.

You send it to them with the change of ownership date. They contact the previous seller by post to prove the car is sold and you get the V5 in your name. Takes about 4-6 weeks though (depends on the sellers response time).

Your mate can also use the above form if he wants to get a new V5 form.
