You set up an account with your debit/credit card details, and then you use it to pay people or receive payment from people. It's useful for things like ebay, because people don't have to send you cash or trust you with their credit card details.
There is a small service charge, but I find it very useful.

Gaypal is a bugger to set up and they hit you with making you get enhanced levels to pay for anything over a certain price etc. but once you've got thru the bull**** it is easy to use and it then becomes annoying when people on ebay dont accept it!
