Who do I write to about mway matrix signs?

Just spent 2.5 hours on the M60/M56 doing a journey that should take 45 minutes due to the M60/M56 'Sharston cutting' junction being closed.
Nowhere on the M60 was this information displayed despite the fact that a small fortune has been spent on matrix information signs. The standard signs were all flashing 50 as they do every single morning and despite the fact the traffic can only do 1 mph. The larger signs simply said nothing or 'Queue' - no **** Sherlock
To cap it all a police Range Rover drives slowly down the hard shoulder with a sign in the rear window flashing ... wait for it...
'LONG DELAYS' - so glad they told me that as I hadn't noticed
If before the M60/M62 interchange they had said that the M56/60 junction was closed then I (and presumably many others) could have gone the other way round the M60 and at least mimised the delay.
I believe it is the police control rooms who control these signs - is this correct? If not who is it and how do I contact them? I seriously want to write and complain about this as it is just getting stupid - the signs have been put there with taxpayers money so why aren't they using them sensibly or in some cases at all?

Come on guys don't let me down - someone out there must know who controls these signs.
Or is SN finally going to lose it's encyclopaedic (sp?) status in my life?

Jeez, I'm going mad.
I was just about to apologise for not doing a search first then I see I contributed to that thread and I didn't even remember it until I read it again - I'm losing my mind I reckon
