Got a pioneer multiregion DVD player and a phillips 32 WS TV.
Trying to get 'Yes, Prime Minister' on DVD but can only get it from amazon via the U.S in Region 1 NTSC (why we can't get it here on DVD I'll never know - Yes, Minister is available here though - daft!!).
Or will I have to end up getting it on VHS. Must have it either way

your TV is almost certain to work with NTSC - my philips did around 10 years ago.
Best to suck it and see. Worse case - you could rip the DVD on your PC and convert it to either PAL VCDs for watching on your DVD player (if you have a CD burner), or a PAL DVD if you have a DVD burner.

Dracoro, Even if your TV will not accept an NTSC encoded signal (composite or S video), it will almost certainly accept a 60Hz frame rate PAL signal. Most DVD players have the option (in the setup menus somewhere, or a switch on the back) to output NTSC as PAL60 (i.e. PAL colour encoding, but with NTSC 60Hz frame rate). Which Pioneer model do you have? I have a DV-636D, and this has a switch on the back to select between full NTSC and PAL60.
If you are using an RGB or component video inputs on the TV (via SCART or 3xPhono connectors) then you should experience no problems, as the colour sgnal is not encoded at this point, so all the TV has to deal with is the NTSC 60Hz frame rate (as opposed to 50Hz for PAL). RGB/component video connection will also give you the best quality picture.
Hope this helps, Ming.

DV-464 doesn't have a switch for NTSC/PAL60, but may have a menu option. I suggest you change from S-Video to RGB SCART if your TV has a suitable input. The improvement in colour definition will be significant.
Cheers, Ming.
