Region 1 DVD's and UK Trading Standards

Another of the online retailers selling Region 1 DVD's has been closed by trading standards. See InterDVD for details.
Why is the sale of these by a company illegal when an individual is allowed to purchase and import them legitimately?
The official reason given is because they are not certified by the BBFC - so what! As long as this is stated what's the problem? After all they are certified in the US so it's not like they're going to be totally unregulated.
You really would think that trading standards coudl find better things to do rather than attacking this particular arena, but it's just easier to go after companies with high visibility like this.
Also why are some companies allowed to continue trading whereas others are shut down. Just another example of the stupdity of the UK legal system.

How to convert your Pacific DVD-1002 player into a multi-region compatible machine
To change the current region setting on this player
1. Press the Open/Close button on your remote control
2. Press the Clear button on your remote control
3. Press the 1 button on your remote control
4. Press the 3 button on your remote control
5. Press the 6 button on your remote control
6. Press the 9 button on your remote control
7. Press the 1 button on your remote control for region 1, 2 for region 2, and so on, or 0 for multi-region playback
8. Press the Open/Close button on your remote control
To change the current region setting on this player if the above does not work
1. Press the Setup button on your remote control
2. Press the 1 button on your remote control for region 1, 2 for region 2, and so on, or 7 for multi-region playback
3. Press the Pause/Step button on your remote control
4. Press the Previous button on your remote control
5. Press the Next button on your remote control
6. Press the Setup button on your remote control
