Ebay - Paypal vs COD

Just dipped my toe in the water on Ebay. Seller accepts Paypal or COD. Paypal seems to be massive - is it safe or have there been any security problems?
And how does COD work these days? - if the goods turn up and you don't have the reddies at hand, can you go down to the Post Office later with the cash??

Can't help much, but I was reading an article the other day, Paypal is now owned by e-bay. and the guy that started that is the richest under 40 yr old in the states!!!
