New? Cameras near Heathrow

Hi Everybody!
Yesterday afternoon driving out of London on the M4 just as the Heathrow slip lane splits from the main carriageway, I see two camera type things.
They don't look like speed cameras and they don't look like traffic master. Two cameras side by side about 6 ft apart on the left of the motorway but right of the slip lane.
Traffic was a bit lighter than usual so I was looking about more (and I was in the slow lane). so perhaps these have been there for some time. Anyone know what they are.
