Marantz 63MK2 KI. Has digital volume preamp. Been matched with custom very expensive headphone amp.....
To get both units balanced ........ should I run the CD output at max and allow the volume **** on the amp to be lowered etc or visa versa etc etc etc..you understand!!

If it's the same as car audio a higher pre amp output is prefferable as long as amp can handle it, but at the end of the day what sound best to you after all it's your ears.

Agreed that you should trust your ears. However, in theory you should get the lowest noise by running the CD player at max volume and using the headphone amp's control, simply because this gives you the largest signal on the wire between the two.
