Dont think there is a minimum. Iceland would be in trouble then!!!

16C for an office type building in the UK is the minimum. There is no maximum limit at present (though it's being looked into).

It's an office, and at current is at 18 degrees

It's perfectly fine.
As stated above, 16C is the minimum.
