Concessions as a single dweller - help

If you live on your own in a private property do you get certain concessions as a single dweller from the council tax, utilities and alike
Assuming this is the case, if you then cohabit in the property do you loose any of these concessions.
This is in the UK (England).

A person I dislike has taken what would seem to be a new householder, the couple are both male, does this make any difference, and is there a time factor in it.
Also how do I drop them in it.
This is not a homophobic thread, but a fact of returned unreasonable action.

Is the second person registered to pay Council Tax in another property? Do they reside there all the time?

They both have been living there together for two months, one of them, the owner has lived there for a number of years on his own.
Both live there together, don’t know the whole story, but the second male may be seen as a lodger.

I can’t think of a single way of getting even with him legally, if I could I would move it that direction.
My only pursuit is to make sure he does not put a foot out of place.
He started the unreasonable behaviour, not me.
Apart from that I own a Scooby, so I can’t be all bad

On the back of my Stoke-on-Trent City Council Council Tax bill:
1)**PLEASE NOTE**
You are required by law to notify the Authority (within 21 days) if you belive that at any time during the year a discount or other reduction shown overleaf ceases to apply. A penalty of £50 may be imposed if you fail to do so.
2) Discounts
If only one person resides in a dwelling, they are entitled to 25% discount.

Minor warning - A lot of councils are rather reticent at letting you know you're entitled to 25% discount. I went two years paying full rate once before I questioned it, and even then they were trying very hard to avoid admitting the dicsount existed. If your council is like that, the guy might not be paying 25% off at the moment?
Must be better ways of getting even . . .

Well that was a shock today, I thanked Clive for his work and congratulated him on his professional manner.
Then he told me he was leaving today and where he was going, duno what he was like to work with, but he is a real pro’ from the customers point of view.
Yep, got the insurance sorted, when its cleared its being dun buy Subaru CCV Witney, not there specified workshop I hope.
Hope the paint match is good, I’m a bit fussy and will moan lots if its not dun well
