In yesterday's Telegraph Business section, the company that runs the congestion zone enforcement is unlikely to ever make a profit for itself, or for London, and has just been bailed out to the tune of £35m. That's around £200 for every rate payer in the zone.
There are already 105,000 unpaid fines and if the number gets any higher the system will colapse completely as it would be impossible to process the current amount through the courts, let alone anymore. Many people are just not paying, but half of the total are appealling saying it wasn't them and each claim has to be investigated. There aren't the staff to do this.
The whole plan was based on traffic levels not falling by more than 15%, so sufficient revunue could be generated. Overall traffic has fallen by 16%, but charge paying traffic has fallen by 30% meaning that rate payers will have to subsidise the system.

Capita were the bunch that messed up running the Government ILA scheme.
- £175 IT Training, you pay £25, Government pays £150.
- The system worked by a training company signing up people to train then registering their ILA number and collecting the £150 from the government.
- There were no checks placed to see if the people were actually taking the courses.
- There were no checks to see if companies were registering their employees and then cashing in.
- ***Best Bit!!*** The ILA numbers were sequential with no check digits and no validation - all you had to do was find one that hadn't been claimed for, claim it yourself and then continue onto the next sequential number!
Prize bunch of muppets IMHO! (Apologies to the muppet show!)

So they predicted a 10-15 pc decrease in traffic and as its 16 pc they're fecked - just shows what fecking tw@ts they really are. Christ I'd never embark on something that had a 1 pc leeway which meant you were fecked if you'd not allowed a large enough margin of error! Ken fecking Livingstone - fecking labour coont
