What to do with a Dog / Owners

I have a small problem in the neighbourhood, just looking for some advice to deal with it.
Since Christmas a neighbours house whose garden backs onto ours have had a female puppy Alsatian, They do not allow the dog into the house it is kept in the garden all day and night they open up their garage side door for the dog to sleep in at night, and feed her on their patio.
Now I do regard this as a little cruel as both owners are away all day and walk it once in the evening.
But the problem is it barks and whines at any light or movement or sound during the night and day. you turn on a light in the middle of the night and it starts barking, this has woken my 7 month year old son in the night on many occasions. This isnt just our lights but any neighbours. a car goes down the street it barks, you venture anywhere in our garden it barks until you leave, any slight noise at all and it barks and then whines.
Now I dont blame the dog as it is probably very lonely and probably scarred at night being only 7-8 months old and being stuck in a small garden 24/7.
What do I do, talk to the owners call the rspca, or the council health noise people. after a few months of this im getting a bit peeved.

Phone your local RSPCA and the local council dog warden. They should give advice and probably visit due to the disturbance it is causing.

First stop should be CAB rather than scoobynet, despite the site name
I think it will be a combination of a polite conversation with them together with starting a diary of all the times it inconveniences you (including waking your son up) for use if the polite conversation fails.
Barking in the daytime is bad but just about on the limit. Barking all night won't do them any favours unless you live under Heathrow.
I don't know their side of the story, but I don't like the side I hear. Buying a dog to keep outside all the time

People like this should be shot IMO, you have a dog as a pet it's part of the family, mine get treated better than my boyf!!

If it's fed, watered and has shelter than I wonder if that's classed as abuse?
Agree with others though - if the dog is part of the family, then have it indoors. My folks does - a life of riley sprawled out on his bean bag

there is nothing inherently wrong with keeping the dog outside, bearing in mind it has access to the garage for shelter. But, it clearly does not get enough attention, hence the barking. I would not jump straight in and talk to the RSPCA. Give your neighbours a chance to sort the problem first. They are more likely to be sympathetic. Why have they got a dog though? Doesnt appear to be for security as the dog cant get into the house. Doesnt appear to be for company either.
There are devices available which can deter dogs from barking, or alternatively animal behaviour specialists. But as you say, it is not really the dog that is the root of the problem.
I very much doubt that the RSPCA would consider this abuse. They may not be happy about it, but the dog has shelter, exercise and food. So unless there are any other indications of abuse/neglect there is probably very little they can do.

I think posion is a tad extreme. I like dogs.
I cant understand them the houses arent cheap 400k +, both drive mercs have this obviously pedigree dog and just leave it on its own, in the garden they feed her and walk her once but the rest of the time its on its own.
I will start keeping a diary of its barking and try the health people, at wasnt too bad a few months ago as it was more of a yap, now as the dog is getting bigger the bark is developing.

Definately call the RSPCA.
Fair enough, if the garage was made out like a proper Kennel, with heating and proper bedding provided, but no domestic animal should be left outside for the night at any point. Just cruel.

I doubt the RSPCA would be able to help you on this one but with the use of video and diary evidence the police may be a line to consider ?
I would first make contact with the folks next door and hope they were good enough to do something about it. That said, it doesnt sound like they would know where to start with dog training

its not cruel, dogs that are for security can be happily kept outside, its got food and water, and a place to sleep.
Possibly it should have company if it is to be devoid of human attention most of the time especially as it is still a pup.
Talk to the neighbours, the RSPCA will more than likely not get involved in a case like this.

Advice from the RSPCA:
"Unless there is reason to think that the dog is suffering unnecessarily the RSPCA cannot act in this situation. However, barking may be classified as a "statutory nuisance" under the UK's Environmental Protection Act 1990, and owners may be liable to stiff fines. Your local council will be able to provide further details."

Just because I dont think it is fair they should keep it outside doesnt make it cruel enough to warrant the RSPCA, it does have the garage during the night time.
But the barking and whining has to stop, Dog training may help as may a bit of attention. I will talk to the other neighbours as there are 4 of us in a cluster. See if it is annoying them or if it is just me. then i will approach the Dog owners, and if that fails the council environment peeps.

Offering to walk the dog sounds like a good idea - as long as the owners don't think you have sinister motives or feel that you're trying to own the dog yourself. I guess it's all down to how good your relationship is with them.
Of course, if the Dog takes a dislike to you (or finds it likes the taste of your back-side) you could be in for some problems

Offering to walk the dog sounds like you bowing (sorry) down and inconveniencing yourself further due to your neighbours' laziness and shortsightedness. They took the decision to get a dog (at Christmas, I cynically note), they should damn well make a commitment to looking after the animal.

No infact I tell a lie I have two..... They hang off the end of my Legs.....
Don't get all carried away here.. Speak to the owner first and give them the opportunity to sort it..
If they tell you to Sod Off then go to the powers that be. Noise abaitment people first.

have to agree with barge. no need for poison comment.
If some one tried to poison my dog:-
1. They'd feel a tw*t as he'll only take food from me, the wife or the woman at the kennels.
2. Then they'd feel a bigger tw*t as it would take about 3 people to get his teeth out their ****.
On the subject though. Have a word. They may not even realise the dog is causing a problem.

No m8 - he won't eat anything unless he's given it by the 3 people mentioned. Took 3 visits to the kennels before the woman that owns them could feed him. Strange but true.

At that age he/she needs attention.
Dog owners who work all day are cruel imo.
As for living outside then that's fine, I have 2 GSD's who wouldn't come indoors given the chance and they very rarely use their heated kennels.
We are at home all day and that's what animals need.
They may have it as a child substitute because he can't father any?
Go around and offer to inseminate her as a neighbourly gesture!

i guess what they are doing isn't breaking any law, but it might break a few hearts. why keep a dog unless it's there as a pet to be loved?!?!? (guard dogs exempt

Dont poison dogs, not nice, stop the ******* breeding in the first place, make owners pay an annual licence (small ammount) to put arseholes off as they could buy some **** and Stella instead.
