Postal Orders - how do they work?

Not used or seen these for years and years - just won an auction on Ebay, and didn't realise they didn't accept PayPal.
Anyway, may as well send a PO as they don't have to wait for a cheque to clear.
Do you put who the PO is payable to on the PO?
How is it safer than cash?
Have looked at the Post Office web site, but it just tries to flog them rather than explaining how they work....

Just go in to the PO buy what you need in monies worth, they charge a poundage. I think its the person who receives them who has to sign them when encashing them. Easy peasy. Lemon Squeezy he he.... Sorry !

Same as cash, you put the name of the person receiving the money on the order, and which post office it should be paid at. They present them with some form of ID and get the money. Job done, and guaranteed money for whoever receives them.
